Bill Bogot is a Partner and Co-Chair of the Cannabis Law practice at Fox Rothschild LLP, a national law firm. He leads a team of more than 50 attorneys who provide a comprehensive suite of services to the cannabis and hemp industries. Bill and four other lawyers on the team have been recognized as Trailblazers in Cannabis Law by The National Law Journal and Chambers USA has ranked Fox’s cannabis practice in the highest tier, Band 1.
Bill would be a valuable and committed member of the INCBA board because he believes strongly in its mission to elevate the level of legal services for cannabis businesses and to grow and educate an international network of experienced cannabis lawyers. His experience in government would be an asset to the board, providing an important perspective to support the board’s advocacy and educational efforts. And as a member of an AmLaw 100 firm, Bill can tap into the vast resources and connections of nearly 1,000 attorneys.
For Bill, advising cannabis businesses was a natural next step in a legal career focused on highly regulated industries. Prior to joining Fox Rothschild, he served as Acting General Counsel and Legal Counsel to the Illinois Gaming Board for more than seven years. He was one of the first lawyers in Illinois to focus on medical marijuana, and he helped to lead the successful effort to change the state’s Rules of Professional Conduct so that attorneys would be permitted to serve clients in an industry that remains unlawful under federal law. His initial interest in medical cannabis was sparked six years ago by a moral concern for patients’ rights, and cannabis has now become the majority of his practice.
Bill and his partner in Philadelphia, Joshua Horn, have built one of the most robust and diversified Cannabis Law practice groups in the country. As the industry has grown, their team has added depth in the most important markets, including California, Colorado, Florida, Illinois, Nevada, New Jersey, New York, Pennsylvania, and Washington state. Their approach to client service is comprehensive, pragmatic and user-friendly, and clients benefit from the efficiency and flexibility of a full-service firm with 950 attorneys in 27 offices coast to coast.
Recognizing that cannabis clients have a unique constellation of legal needs, Bill and Josh created a true one-stop shop that expanded on Fox’s existing strengths in Corporate, Emerging Companies & Venture Capital, Regulatory, Employment, Litigation, Tax, Real Estate and Zoning. Fox attorneys now represent some of the world’s largest and most notable companies involved in the production and distribution of both medical and adult-use products, as well as key lenders. The team has also created a library of essential resources, including a 50-state survey, updated weekly, that provides links to all relevant state laws governing medical marijuana and recreational cannabis; a guide to state tax laws governing the cannabis industry; and a handbook on employment law in the age of legalized marijuana.
Bill presents regularly on cannabis and gaming law topics to legal and industry groups, including three panels in June 2019 – the Hemp Industry Daily Conference in New Orleans, the International Association of Gaming Advisors Summit in Half Moon Bay, and the Baker Equipment Manufacturers & Allieds convention in Vail, CO. He is a founding member of the Illinois Cannabis Bar Association and serves on the Editorial Board of the Cannabis Law Journal. He is also a member of the International Masters of Gaming Law and served for two years as Co-Chair of the Chicago Bar Association’s Gaming Law Committee and is currently Co-Chair of the Chicago Bar Association’s Administrative Law Committee.
Bill earned a bachelor’s degree in philosophy at the University of California, Santa Cruz; a master’s degree in public health from University of Illinois; and a law degree at Chicago-Kent College of Law. He is licensed to practice in Illinois and Michigan.
